Artist Lance Jost partnered with landscape architect Yvonne English for this fountain's design and the sculptural and mosaic components. The memorial fountain was dedicated December 5, 2011 and pays tribute to Dana Point arts advocate Mary Ellen Thomas (1930-2008). The fountain project was funded by both the City of Dana Point and a $40,000 bequest from the Mary Ellen Thomas Estate. Its placement at the center of La Plaza Park serves as a public art focal point for the park space, from which can be seen the nearby building-mounted public artwork "Pelicans Over Surfers" at the Hobie Surf Shop.
