DESCRIPTION:   104-inch high by 22-inch by 11-inch bronze sculpture, mounted on a 39-inch high by 19-inch by 29-inch granite-faced plinth 

This 8½-foot high sculpture appears to be a shorter version of Hadzi's 25-foot high bronze of the same name listed as being in Minneapolis, Minnesota on a website in Dmitri Hadzi's (1921-2006) name.    
About the title:  Arcturus is a red giant star in the Northern Hemisphere and the brightest star in the Boötes (Herdsman) constellation.  It is one of the brightest stars seen from Earth. In Greek mythology, "Arcturus" means "guardian of the bear."  The bear he is guarding is his mother, Kallisto / Callisto, that is, the constellation Ursa Major (the great bear).
